Euston
Disruptive Urbanism were appointed by HS2 Ltd in 2017 to provide interim management services to support the regeneration at Euston as a result of the redevelopment of Euston stations caused by the construction of a new high speed line from London to Birmingham which is due to start and terminate at London Euston.
This Head of Euston Masterplan interim role within the Commercial Development Directorate saw Paula Hirst of Disruptive Urbanism acting as the client side lead for a new masterplan for Euston and its surrounds, directing a consultant team to deliver within a challenging programme, working closely with key stakeholders. These included the London Borough of Camden and the Greater London Authority as local planning authorities to develop a plan aligned with Camden’s placemaking aspirations and planning framework; with Network Rail and the Department of Transport as landowners to ensure their commercial ambitions were realised; and with HS2 Ltd and Network Rail as rail operators so that the plan was cognisant of the technical constraints associated with the redevelopment of a national railway station.
Alongside, this role saw Paula represent the landowner interests within HS2 Ltd ensuring that commercial considerations were incorporated as part of the development of the design for the HS2 Euston Station, alongside the policy requirements of the local authorities so that as both a transport and a regeneration project, Euston would also deliver the wider economic benefits envisaged in the HS2 business case through creating new commercial floor space, new homes for local people, and a new piece of city.
Paula also acted as a key advisor for the procurement of a £multimillion Master Development Partner for oversite development at Euston Station, and led the update of the Outline Business Case for Oversite Development at Euston on behalf of HS2 Ltd, including liaison with HM Treasury, Infrastructure Projects Authority, and the Department for Transport.
