Housing Infrastructure Fund
In 2018, the Government launched a £5bn investment programme in infrastructure to unlock both large scale and smaller scale housing developments across England. Homes England were delegated to deliver this programme on behalf of the Ministry for Communities and Local Government (MHCLG).
Disruptive Urbanism were appointed via Homes England’s Real Estate Advisors Deloitte LLP to provide advisory services in 2018 and interim management services in 2019.
In the early set up phases of the fund, Disruptive Urbanism provided advice on strategy, designing programme management systems, stakeholder management, governance and decision making to the Housing Infrastructure Fund (HIF) team at Homes England.
Later, Disruptive Urbanism provided the interim management services of Paula Hirst to act as Programme Manager for Homes England’s role in delivering HIF. In this role, Paula led the co-ordination of the funding assessment process for ‘forward funding’ projects between £10mil and £250mil, co-ordinating an internal team across England, and external consultants to deliver complex assessments against Government funding criteria within challenging timescales. Paula also managed key relationships with the Ministry for Housing, Communities and Local Government; as well as providing advice to senior official and Ministers in relation to strategy, policy, decision making, and communications regarding HIF.
